Nicole M. Minni is an Associate Policy Scientist and GIS and Graphics Specialist at the Institute for Public Administration (IPA) within the University of Delaware. She is affiliated with the Water Resources Agency and holds a GISP certification from the GIS Certification Institute (2009). Her professional journey includes over 30 years of experience in policy analysis, GIS applications, and community development.
- Education: Community College of Baltimore County (CCBC) with a concentration in Advertising Design and Graphics
Her research interests span effective communication strategies, social media, website development, comprehensive planning, health policy, watershed management, hydrology, early childhood education, and conflict resolution. She teaches UAPP 652: GIS in Public Policy and actively contributes to professional networks like the Delaware Center for Geographic Education and Mid-Atlantic URISA.
Minni has led projects in environmental policy, local government training, and civic education through initiatives like the Delaware Center for Civics Education and the Democracy Project. She chairs the GeoEducation in Delaware Subcommittee and serves on multiple advisory committees, including the Citizens Technical Advisory Committee for DNREC's Source Water Program.
