Muharrem EKŞİ is Professor and currently serves as the Dean of Kırklareli University since 2024. He is affiliated with the Faculty of Economics and Administrative Sciences, Department of International Relations, where he previously served as Department Head (2019), Vice Department Head (2018-2019), and Institute Director (2021-2024). His academic career spans over a decade at Kırklareli University, progressing from Assistant Professor to Associate Professor and ultimately to full Professor in 2023.
His educational background includes:
- PhD in International Relations from Ankara University (2008-2014), with a dissertation on "Public Diplomacy in Turkey: Emergence, Institutional Construction Process and Implementation (2002-2013)"
- Master's Degree in Global and Regional Studies from Ankara University (2007-2008)
- Bachelor's Degree in History from Istanbul University (1998-2001)
- Initial studies in History at Kırıkkale University (1997-1998)
Professor EKŞİ's research focuses on Turkish Foreign Policy, Public Diplomacy, Cultural Diplomacy, Digital Diplomacy, Diaspora Diplomacy, Humanitarian Diplomacy, Middle East Policy, Turkish-American Relations, International Relations Theories, Power Concept and Soft Power, Eurasian Pipeline Politics, Global Security, and Political Islam. His work examines the evolving nature of diplomacy in the digital age, Turkey's foreign policy shifts, and the strategic use of soft power in international relations, with particular emphasis on how traditional diplomatic frameworks are adapting to contemporary challenges.
His scholarly output demonstrates a clear progression from analyzing traditional diplomatic frameworks to examining newer forms like digital and diaspora diplomacy. Recent publications focus on public diplomacy in the post-truth era, disinformation challenges, Turkish soft power dynamics, and regional politics in the Middle East and Balkans, showing how Turkey navigates complex geopolitical landscapes through evolving diplomatic tools and strategies.
Professor EKŞİ has supervised numerous graduate students, including NEZİR OĞUŞ (working on India's foreign policy hegemony strategies), AYLİN GAMZE ATEŞ (researching Israel's lobbying and public diplomacy), and FATMA DİLAN TAŞ (examining digital diplomacy's role in Turkey's international image). He has also held editorial positions for several academic journals including the Kırklareli University Journal of Economics and Administrative Sciences, and has served on editorial boards for international publications.
His professional activities extend beyond university through memberships in prestigious organizations including the International Studies Association (ISA), USC Center on Public Diplomacy, The Institute for Public Diplomacy and Global Communication at George Washington University, and The Digital Diplomacy Coalition, demonstrating his engagement with the global academic community in international relations and diplomacy studies.
