Morten Broberg is a Professor in International Development Law at the University of Copenhagen's Faculty of Law, where he also serves as an Honorary Jean Monnet Professor. He is affiliated with the MOBILE - Center for Global Mobility Law, a Danish National Research Foundation's Center of Excellence. His academic career spans over two decades at the University of Copenhagen, with additional experience at prestigious institutions including the Max Planck Institute, University of Cambridge, and University of Oxford.
Professor Broberg's educational background includes a cand.jur. (MA in law) from the University of Copenhagen (1994), an LL.M. in Commercial Law from the University of Bristol (1992), and studies at the European University Institute. He was admitted to the Danish bar in 2001 and has practical legal experience including work as a judge (ad interim) at the Court of Appeal for Eastern Denmark in 2021, and as a lawyer at Bech-Bruun Law Firm.
His research focuses on three primary areas: International Development Law, Behavioural Law and Economics, and European Union Law. Among his current research topics are climate change, good governance (particularly approaches to addressing corruption), and new approaches to law incorporating behavioural science, game theory, and statistics. His work has significantly contributed to understanding EU development cooperation, humanitarian aid, and the legal frameworks governing international mobility.
Professor Broberg has published over 200 scholarly works, including the influential "Broberg and Fenger on Preliminary References to the European Court of Justice" (3rd edition, 2021). His recent publications demonstrate continued engagement with evolving areas of EU law, particularly concerning preliminary references to the European Court of Justice, climate change law, and international development frameworks.

At the University of Copenhagen, Professor Broberg teaches in both the Law Faculty's BA and MA programs as well as the Social Sciences Faculty's Master in Global Development program. He supervises MA and PhD students in International Development Law, European Union Law, Constitutional Law, Climate Change Law, and Human Rights Law. His professional experience extends beyond academia to include service as référendaire to the President of the General Court of the European Union and various roles within the Danish Ministry of Justice.
