Michael J. Glennon is a Professor of Constitutional and International Law at The Fletcher School of Law and Diplomacy, Tufts University. He holds a JD from the University of Minnesota (1973) and a BA in Political Science from the University of St. Thomas (1970). Prior to academia, he served as Legal Counsel to the Senate Foreign Relations Committee (1977–1980). His career includes roles as a Fulbright Distinguished Professor in Lithuania, Woodrow Wilson Fellow, and visiting scholar at institutions like West Point and the Hague Academy of International Law.
Glennon’s research focuses on U.S. foreign relations law, presidential power, national security, and international law. He has authored influential works such as National Security and Double Government (2016) and Free Speech and Turbulent Freedom (2024). His articles address topics like NATO obligations, Taiwan policy, and the interplay between security and free speech. Glennon teaches courses on international law, national security, and constitutional law.
