Mercer Bullard is an Assistant Professor of Finance at the University of Mississippi’s School of Business Administration. He holds a B.A. in English from Yale University (1983), an M.A. from Georgetown University (1987), a J.D. from the University of Virginia (1990), and is completing a Ph.D. in finance at the University of Mississippi (expected May 2024). His research focuses on securities regulation, mutual fund governance, fiduciary duties, crowdfunding compliance, and investor protection, with notable publications in journals like the Temple Law Review and Stanford Journal of Law, Business & Finance. He has testified before Congress 25 times and advised regulatory bodies such as the SEC and PCAOB.
Professor Bullard teaches courses in real estate valuation, corporate finance, securities law, and capital structure. He founded the Business Law Institute, Negotiation Board, and JD/MBA program at the university. Recognized as a leading voice in financial services regulation, he has been named twice by Investment News as a powerful industry influencer and received the 2014 Professor of the Year award.
His work bridges legal and financial domains, emphasizing empirical studies on market timing, mutual fund regulation, and the impact of fiduciary standards. Recent research explores the cultural challenges in crowdfunding compliance and the global evolution of investor protection frameworks.
