Mehmet BARUTÇU is a full-time Researcher and Research Assistant at the Department of Islamic Law, Faculty of Law, Ankara Social Sciences University since 2020. He holds a B.A. in Theology (2019–2023, Istanbul University), a Law degree (2015–2020, Erciyes University), an M.A. in Public Law (2021–2022, Ankara Social Sciences University), and is currently pursuing a Ph.D. in Public Law at the same institution. His research focuses on Islamic jurisprudence, public law, and legal ethics, with notable work on qualifications of public officials in Islamic governance, misuse of rights, and legal principles like the Liyakat principle. He has authored/co-authored multiple books and chapters, including analyses of the Mecelle legal code and cybercrime in Islamic law. He serves as an editor for the Ankara Sosyal Bilimler Üniversitesi Hukuk Fakültesi Dergisi and contributes to scholarly discourse on legal theory and contemporary issues in Islamic law.
His publications reflect interdisciplinary engagement with historical legal texts, modern governance challenges, and ethical dimensions of legal practices. He collaborates with scholars like Soner Tokça and Süleyman Tepe, advancing research on topics such as fabricated news dissemination and asset types in Islamic legal systems.
