Matthew C. Ingram is an Associate Professor in the Department of Political Science at the Rockefeller College of Public Affairs and Policy at the University at Albany, State University of New York (UAlbany). He maintains additional appointments in the Department of Public Administration & Policy, School of Criminal Justice, and Department of Africana, Latin American, Caribbean, and Latinx Studies. His interdisciplinary work bridges political science, law, and criminology with a regional focus on Latin America and the Caribbean.
Dr. Ingram earned his J.D. and Ph.D. in Political Science from the University of New Mexico. Prior to joining UAlbany, he held post-doctoral fellowships at UC San Diego's Center for U.S.-Mexican Studies (2009-2010) and Notre Dame's Kellogg Institute (2011-2012), and served as Assistant Professor of Political Science at the University of Massachusetts, Dartmouth (2010-2011).
His research program examines law, politics, violence, and methods with a geographic focus on Latin America. Ingram's work investigates the patterns, causes, and consequences of legal actors and institutions in the justice and security sectors, as well as patterns of violence and insecurity across the Americas. Drawing on his dual citizenship (U.S. and Mexico), seven years of law enforcement experience in California, and extensive fieldwork in Latin America, his scholarship combines rigorous academic research with practical policy analysis. His methodological expertise includes multi-method research, geo-spatial analysis, and network analysis.
His publications reveal a consistent focus on subnational judicial politics, with particular attention to Brazil and Mexico. Ingram has developed innovative approaches to integrating spatial analysis with qualitative methods, creating what he terms 'geo-nested analysis.' His work spans multiple disciplines including political science, law, criminology, and public health, reflecting his interdisciplinary approach to understanding justice sector reforms and violence patterns.
Dr. Ingram's research has been funded by prestigious organizations including the National Science Foundation, Social Science Research Council, and Fulbright Commission. He has also consulted for the United States Agency for International Development (USAID) on justice reforms in Mexico and the Caribbean, serving as Principal Investigator for impact evaluations of juvenile justice reforms in Guyana, St. Lucia, and St. Kitts and Nevis.
At UAlbany, Ingram is affiliated with the Center for Social and Demographic Analysis (Research Associate), the Ph.D. program in Information Science (affiliated faculty), and the Master of International Affairs program. His teaching includes courses in Comparative Judicial Politics, Comparative Criminal Procedure, and Latin American Politics. Fluent in English, Spanish, and Portuguese, Ingram brings deep regional knowledge to his academic work.
