Prof. Markus Kaltenborn is a Professor of Public Law at the Faculty of Law, Ruhr-University Bochum, and Director of the Institute of Development Research and Development Policy (IEE). His research focuses on health law, development cooperation law, human rights, and social protection systems in low-income countries. He leads projects in the EU Joint Doctorate on Sustainable Development Goals and advises global initiatives like the Global Accelerator for Social Protection and the German Supply Chain Due Diligence Act (LkSG).
His research interests span social protection in the Global South, law & development, minority rights, supply chain law, and health law. Key projects include advocating for a Global Fund for Social Protection and analyzing legal frameworks for corporate accountability in global supply chains.
Recent publications address the governance of global social protection financing, human rights compliance under the LkSG, and the intersection of SDGs with human rights. He collaborates with organizations like Oxfam Germany and the German Institute for Human Rights.
His work emphasizes policy coherence, legal accountability, and equity in development, with a focus on translating human rights norms into actionable frameworks for global social justice.
