Mark Pennington is a Professor of Political Economy and Public Policy at King's College London's Department of Political Economy, where he has served since 2012 and was Head of Department from 2016–2020. He holds a PhD from the London School of Economics and previously taught at Queen Mary University of London. As Director of the Centre for the Study of Governance and Society, he leads interdisciplinary research on governance structures and societal dynamics. His work bridges philosophy, politics, and economics, focusing on limited knowledge, bounded rationality, and institutional design. Notably, his forthcoming book integrates Foucault's postmodern theories with liberal political economy, advocating a 'post-modern liberalism' addressing modern threats to freedom. Current projects include a Templeton Foundation-funded initiative exploring market economies and green ideals (2025–2028).
Pennington’s research spans classical liberalism, environmental governance, social capital, and democratic citizenship. His 2011 book Robust Political Economy critiques interventionist policies, while recent studies analyze pandemic responses, public health paternalism, and urban planning. He teaches undergraduate courses on ethics, economics, and environmental policy, as well as graduate modules on political economy concepts. His grants include projects on self-governance (Templeton, 2018–2020) and marginalized communities in Delhi (Rising Tide Foundation, 2021–2024).
Pennington collaborates with King’s research groups like the Political Theory Group and the PPE Research Group, and contributes to initiatives on climate policy and attention studies. His work frequently critiques state-centric solutions, advocating market-based approaches to sustainability and public policy.
