Mark Bell is an Associate Professor in the Department of Political Science at the University of Minnesota’s College of Liberal Arts, with an affiliate faculty position at the Hubert H. Humphrey School of Public Affairs. His research focuses on nuclear weapons, international relations theory, and U.S./British foreign policy and grand strategy. He holds a Ph.D. from MIT, an M.P.P. from Harvard Kennedy School, and a B.A. in Politics, Philosophy, and Economics from Oxford University.
His book Nuclear Reactions: How Nuclear-Armed States Behave (2021) won the ISA Foreign Policy Analysis Section’s best book award. His work examines how states adapt foreign policies after acquiring nuclear weapons, with publications in International Organization, International Security, and policy outlets like Foreign Affairs. His research has been funded by the Stanton Foundation, U.S. Air Force Academy, and others.
Recent articles analyze nuclear strategy in the Russia-Ukraine war, U.S. nonproliferation policy efficacy, and historical case studies of nuclear diplomacy. Bell frequently comments on contemporary nuclear issues, including the Iran nuclear deal, New START Treaty, and North Korea’s missile program.
