His academic career began at the City Hall of Warsaw (1993-1995) before joining IGiPZ PAN in 1995, where he earned his PhD in Earth Sciences in 2001 and habilitation in 2014. He specializes in political, population, and historical geography with focus on electoral geography, nationality issues, and historical territorial divisions.

Professor Kowalski's research focuses on the intersection of geography, politics, and history, examining electoral behavior patterns across space and time. His work explores how historical territorial divisions influence contemporary political landscapes, with special attention to Central and Eastern Europe. He investigates nationality and demographic issues through a spatial lens, analyzing how cultural and ethnic identities manifest in geographical patterns. His research on electoral geography has documented spatial differentiation of voting behavior in Poland and comparative studies across Central and Eastern Europe.
His recent publications (2022-2025) predominantly focus on migration patterns, particularly Ukrainian refugee flows following the 2022 invasion, as well as electoral geography and regional development. These works demonstrate a shift toward contemporary migration challenges while maintaining his longstanding expertise in electoral geography and Central/Eastern European spatial analysis. His research combines historical perspective with current policy challenges, particularly regarding border regions and national minorities.
Professor Kowalski has participated in numerous research projects including:
- ESPON projects on cultural heritage and regional attractiveness
- Studies on socio-economic aspects of EU border areas
- Research on Central and Eastern European spatial inequalities
- Atlas of Poland's Political Geography projects
He has supervised various research initiatives related to electoral behavior, national minorities, and regional development in Poland and neighboring countries, contributing significantly to understanding the geopolitical landscape of Central and Eastern Europe.
His work spans academic research, policy-oriented studies, and public engagement through publications in both scholarly journals and popular science formats.
