Luis Terán is a Lecturer at Lucerne University of Applied Sciences and Arts (HSLU) and Senior Researcher/Privat Dozent at the Human-IST Institute, University of Fribourg, Switzerland. He holds a Ph.D. and Habilitation in Computer Science from the University of Fribourg, alongside advanced degrees from EPFL and Escuela Politécnica Nacional. His academic roles include leadership in Ecuador’s ESPE (until 2020) and visiting positions at the Universities of Bern and Zurich. Terán is a leading figure in e-Government and e-Democracy research, founding the International Conference on eDemocracy & eGovernment (ICEDEG) and serving as Global Chair for the IEEE e-Government Special Technical Community.
Research Interests: Terán’s work focuses on Explainable AI, Recommender Systems, Machine Learning, Digital Ethics, and their societal applications in Smart Democracy, Smart Health, and Sustainable Computing. He emphasizes ethical frameworks for AI transparency and human-centered computing.
Awards & Roles: Senior Member of IEEE, Guest Editor for multiple journals, and recipient of a Best Ph.D. Thesis award (supervised). His funded projects include SmartRehab (SNSF, CHF713k) and Swiss Digital Ethics Compass (Innosuisse, CHF438k).
Labs & Teams: Active in the Human-IST Institute and the Society for Ethical, Inclusive, and Sustainable Computing (S-EISC), which he founded. Collaborates with institutions like Swiss Post, SBB, and global academic partners on urban planning and healthcare AI initiatives.
