Lisa Garbe

Lisa Garbe is a Research Fellow at the WZB Berlin Social Science Center within the Research Department Institutions and Political Inequality, based in Berlin, Germany.

Her educational background includes:

• Ph.D. in Political Science from the University of St. Gallen, Switzerland
• Visiting Researcher at the Oxford Internet Institute (2019/2020)
• Visiting Researcher at the Centre for Digital Governance, Hertie School (2020/2021)

Her research focuses on the intersection of digital infrastructure and political power, specializing in internet censorship dynamics in authoritarian developing contexts. She investigates how ownership structures of internet service providers affect access availability and state censorship mechanisms, with particular emphasis on African markets and global digital inequality patterns. Her methodological approach combines political economy analysis with digital governance frameworks.
