Leonardo Borlini is a Full Professor of International Law at Bocconi University and an Adjunct Professor at City University of Hong Kong. He serves as Lead Expert for the UNDP's Global Programme on anti-corruption measures and as External Ethics Advisor to the African Development Bank Group. He holds affiliations with BAFFI CAREFIN, the Institute for European Policymaking, and the Bocconi Covid Crisis Lab. His academic roles include co-editor-in-chief of the Bocconi Legal Papers Research Series and faculty member of the Bocconi Ph.D. in Legal Studies.
He holds advanced degrees: M.Sc. in Economics (Bocconi, magna cum laude), M.Sc. in Law (University of Pavia, magna cum laude), LL.M. (Cambridge), and Ph.D. in International Law and Economics (Bocconi, magna cum laude). His professional experience includes roles at the IMF as Technical Assistance Specialist and as an attorney-at-law at the Milan Bar. He has advised international organizations including the UNODC, World Bank, and European Commission.
His research focuses on international economic law, anti-corruption mechanisms, treaty law, and state enterprises regulation. Recent work includes a forthcoming book on state enterprises in geopolitical contexts (Cambridge UP) and articles in International Journal of Constitutional Law, German Law Journal, and European Journal of International Law. He has been awarded the Leonardo Da Vinci Medal (2019) and Bocconi's Legal Studies Award (2018).
Teaching includes courses on International Trade Law, Dispute Resolution, and EU Legal Frameworks. He has held visiting positions at institutions like Peking University and the Fletcher School of Law. His research has informed policy through missions in over 10 countries and contributions to major international conferences.
