Leonard Rubenstein is a Professor of the Practice at the Johns Hopkins Berman Institute of Bioethics with a joint appointment at the Johns Hopkins Bloomberg School of Public Health. He serves as Director of the Program on Human Rights, Health and Conflict at the Center for Public Health and Human Rights, and is a core faculty member of the Johns Hopkins Center for Humanitarian Health. His work focuses on health and human rights, particularly healthcare protection in armed conflict and the ethical roles of health professionals in national security contexts.
Education: B.A. from Wesleyan University, J.D. from Harvard University, L.L.M. from Georgetown University Law Center.
Research interests include medical ethics in conflict zones, legal frameworks for health professional responsibilities, and advancing global health governance. His recent publications analyze attacks on healthcare in Syria, WHO's role in health rights advocacy, and ethical dilemmas in military detainee treatment. Rubenstein has held leadership roles at Physicians for Human Rights and the United States Institute of Peace, and currently advises on humanitarian health policy through interdisciplinary collaborations.
Key initiatives include the Center for Humanitarian Health, which develops evidence-based strategies to improve health responses in crisis settings.
