Larry Blank is a Professor and Associate Director of the Center for Public Utilities at the College of Business, New Mexico State University. He specializes in public utility regulation, energy policy, and regulatory economics. His expertise spans over 150 rate cases and regulatory trainings across utility sectors.
Education: Ph.D. in Economics from the University of Tennessee (1994) and B.S. in Economics/Mathematics from Minnesota State University (1989).
Research Focus: Dr. Blank’s work centers on utility regulation design, electricity market structures, and regulatory economic modeling. He has developed methodologies for tariff design, shared savings incentives, and benchmarking utility performance in developing economies.
