Lan Fang

Lan Fang is a full professor at Shaanxi Normal University (SNNU), China, and serves as Director of the Center for Yellow River Studies and Vice Dean of the Northwest Institute of Historical Environment & Socio-Economic Development at SNNU. She holds a Ph.D. in Agricultural Economics from Justus-Liebig-Universität Giessen, Germany (2003), and has conducted research as a Fulbright Scholar at the University of California, Riverside (2009-2010) and as a China-Canada Exchange Scholar at the University of Toronto (2017-2018).

Her research focuses on Water Resources Management, Environmental Valuation, and Rural Vitalization in China. Recent work examines climate adaptation technologies adoption, green supply chain optimization, and the intersection of innovation policy with urban carbon emission reduction. She has also contributed to understanding e-commerce impacts on agricultural pollution and water rights trading implications for food security.

Recent publications (2021-2025) demonstrate sustained research activity in climate adaptation, carbon policy, and rural development. Her work employs quasi-natural experiments and difference-in-differences methods to evaluate policy impacts on agricultural systems and environmental outcomes.

As Deputy to the 13th National People’s Congress (since 2018), she contributes policy expertise through over fifty published journal articles and policy briefs. She serves as senior consultant for national and local governments, providing implementable policy proposals.
