Kim Fyhr is a Project Researcher at the Law School of the University of Eastern Finland. He is affiliated with the INTEL project (2024-2029) and CCEEL research group, focusing on energy law, constitutional law, and environmental policy.

Kim specializes in EU energy law, with particular expertise in:
- Legislative processes shaping EU energy policy

- Multi-level governance (international/EU/national) in energy transitions
- Legal theory applications in energy-environmental contexts
His research contributes to understanding how bioenergy, renewable energy systems, and nuclear waste disposal intersect with constitutional law, internal market regulations, and EU policy-making. Kim's work has been supported by projects like FOUNDATIONS, focusing on energy law doctrine development.
Previously, Kim held key roles in EU affairs including:
- Head of EU Parliament relations during Finland's 2019 Council Presidency
- Energy counsellor at Finland's EU Permanent Mission in Brussels
- IAEA coordination for Finland's three-year Board of Governors term
- Expert advisory roles in Helsinki's Commerce and Environment Committees
