Kevin Costante

Kevin Costante is an Adjunct Professor at the School of Policy Studies. He joined academia in November 2014 after retiring from a 35-year career in public service. Prior to this role, he served as Deputy Minister of Government Services, Associate Secretary of the Cabinet, Secretary of Management Board, and Chair of the Public Service Commission in Ontario. From 2009 to 2012, he was Ontario’s Deputy Minister of Education. Earlier roles included Deputy Minister positions in the Ministries of Northern Development and Mines, Cabinet Office (Policy), Community and Social Services, and Training, Colleges and Universities. Before joining Ontario’s public service in 1988, he worked for nine years in Saskatchewan’s public service, spanning Education, Advanced Education, and Finance (Treasury Board).

Education: Kevin holds a BA (Hons) and a Master’s of Public Administration from Queen’s University (1979).

His expertise lies in public policy, governance, and public administration, shaped by decades of leadership in education, intergovernmental relations, and public sector reform. He currently resides in Toronto and serves on the Board of Directors of multiple non-profit organizations.
