Professor Kazuo Kuroda is a distinguished academic at Waseda University's Graduate School of Asia-Pacific Studies, where he has served as Professor since 2006. He has held numerous leadership positions including Dean of the Graduate School of Asia Pacific Studies (2020-2022), Dean of International Affairs Division (2014-2018), and Dean of the Center for International Education (2010-2012). Internationally, he serves as Vice President (2024-2025), President-elect (2025-2026), and President (2026-2027) of the Comparative and International Education Society. He is also a Visiting Research Fellow at JICA Ogata Sadako Research Institute for Peace and Development since 2008 and has served as Visiting Professor at the University of Tokyo (2010-2012).
Professor Kuroda's educational background includes a Ph.D. in Education and Development Sociology from Cornell University (1996), an MA in International Development Education from Stanford University (1993), and a BA in Economics from Waseda University (1989). His professional journey began with positions at the Overseas Development Council and World Bank (1996-97), followed by academic appointments at Hiroshima University (1997-2003) before joining Waseda University in 2003.
His research focuses on the intersection of education and international development, with particular emphasis on international cooperation in education, global governance of education, international higher education, and inclusive education. Professor Kuroda has made significant contributions to understanding how educational policies and practices can foster regional integration and global citizenship. His work often examines the role of Asian countries, particularly Japan, in shaping international educational frameworks and cooperation initiatives. Recent publications demonstrate an increasing focus on multilayered governance of education, inclusive education frameworks, and empirical studies on implementation in developing countries across Asia.
Professor Kuroda's scholarly contributions have been recognized through prestigious awards including the U21 Award from UNIVERSITAS21 in 2019 and the Special Award from the Japan Society for International Development in 2020. He serves on editorial boards of major journals such as the International Journal of Educational Development and the UNESCO Global Education Monitoring Report.
Through extensive committee memberships and advisory roles with UNESCO, the World Bank, and Japanese government ministries including MEXT, Professor Kuroda has significantly influenced international educational policy. His leadership extends to establishing collaborative networks like the Africa-Asia University Dialogue for Educational Development, where he serves as Waseda University's Coordinator.
