Karl Brooks is a Professor of the Practice at the University of Kansas's School of Public Affairs and Administration (SPAA). He holds a J.D. and Ph.D., with academic and professional expertise spanning environmental law, public policy, and administrative governance. His career includes roles as EPA Regional Administrator for the American Heartland, national operations manager at the EPA, and deputy director of the New Mexico Administrative Office of the Courts.
