Karine Levasseur is a Professor in the Department of Political Studies at the University of Manitoba's Faculty of Arts. She holds a PhD in Public Policy from Carleton University (2009), an MPA from the University of Manitoba (2001), and a BA in Political Science (1994). Her research focuses on redefining public administration to accommodate non-state actors in governance, emphasizing collaborative models and accountability frameworks. She co-leads the SPECTRUM research group, exploring partnerships between academia, government, and communities.
Her work challenges traditional bureaucratic structures, advocating for inclusive policy-making with charities, Indigenous communities, and NGOs. Key research themes include policy capacity, social policy collaboration, and accountability in co-governance systems. She has published extensively on topics like child welfare systems, pandemic policy responses, and regional elections.
Levasseur's outreach includes public commentary on governance issues in outlets like the Winnipeg Free Press and CBC. She teaches in the Masters of Public Administration program and previously served as a policy manager for the Manitoba government.
