Karen Volmar

Karen Volmar, JD, MPH, FACHE, is an Associate Professor and Associate Chair for Academic Programs in the Department of Health Policy and Management at the University of North Carolina’s Gillings School of Global Public Health. She directs the school’s Master of Healthcare Administration and Master of Science in Public Health programs and teaches Health Law for undergraduate and graduate students. Her research focuses on health policy development through program evaluation and legal research, particularly addressing healthcare provider and payer performance measurement and integrated health initiatives.

Volmar’s career includes roles as in-house counsel for Pioneer Behavioral Health, Employee Benefits Manager at Penn State University, and leadership positions in academia, including Executive Director of the Master of Health Administration program at Penn State and Program Director at Oregon State University. She is a Fellow of the American College of Healthcare Executives and previously served on the board of the Oregon Society of Healthcare Executives.

Her work emphasizes population health management and the integration of healthcare, public health, and education systems, particularly through her involvement in Oregon Medicaid Coordinated Care Organization initiatives.
