Jérôme Pigeon is a Senior Lecturer at the University of Caen Normandy, affiliated with the Caen Institute for Legal Research (ICReJ) since 2022. Previously, he was associated with the Institut Demolombe at Caen Faculty of Law (2018). He earned a doctorate in law from the University of Rouen in 2008.
His research focuses on the history of legal institutions and tax litigation in pre-revolutionary France, with a specialization in the Intendants' judicial roles. His work analyzes the administrative and fiscal governance of 18th-century Normandy, particularly the lotissement regulatory frameworks before modern urban planning laws.
Key publications include monographs on the Intendant of Rouen's dual role as both tax administrator and judge, and articles on pre-20th-century fiscal policy. His scholarship bridges legal history, administrative law, and historical jurisprudence, contributing to understanding how early taxation systems shaped modern legal institutions.
He is affiliated with the MRSH (Maison de la Recherche en Sciences Humaines) research center and contributes to UNIV-DROIT, a network of French legal scholars. His work informs contemporary debates about state-subject legal conflicts through historical precedents.
