Justinas Lingevičius is a Lecturer and Junior Researcher at the Institute of Political Science (TSPMI), Vilnius University, specializing in International Relations. His research focuses on emerging technologies and security, particularly AI governance within the European Union.

- PhD candidate since 2020, thesis: 'The Concept of Technology and Security: Formation of Artificial Intelligence Norms in the European Union'
His research integrates security studies, foreign policy analysis, and European integration, with a regional focus on Lithuanian foreign and security policy. Recent work explores AI's role in EU defense, drone technology in Baltic security, and the geopolitical implications of digital sovereignty.
Selected publications (2015-2024) demonstrate expertise in military AI, strategic discourse, and small state dynamics. He received the 2023 Research Council of Lithuania Scholarship and was a Charlemagne Prize Academy Fellow (2021-2022).
