Jussi Kivistö is a Professor and Head of the Unit of Administrative Studies at Tampere University, Finland. His expertise spans higher education policy, university governance, and international collaboration. He has contributed extensively to research on performance-based funding, institutional autonomy, and policy reforms in Nordic and global contexts.
Key research interests include the interplay between accountability mechanisms and institutional autonomy, the impact of funding policies on academic performance, and the transformation of higher education systems under geopolitical tensions (e.g., Russia's invasion of Ukraine). Kivistö has led projects such as the National Doctoral Education Pilot Follow-Up Study and collaborated on initiatives enhancing Ethiopian universities' capacity through leadership training programs.
His work frequently addresses Finland's education policies, including tuition fee debates and the sustainability of funding models. Kivistö has supervised numerous doctoral and master’s students and serves as an academic leader with over 139 research outputs, including books, commissioned reports, and peer-reviewed articles.
