John Offer is a Professor of Social Theory & Policy at Ulster University, based at the Coleraine campus. He joined Ulster in 2000, previously serving as Lecturer and Senior Lecturer there. Educated at Keele University (B.A. Philosophy & Sociology, PhD in Sociology), his work focuses on reinterpretations of Herbert Spencer’s social thought and welfare pluralism, particularly through Robert Pinker’s writings. He has authored nine books, including Herbert Spencer and Social Theory (2010), widely praised as definitive. Offer has held leadership roles, including Chair of the Editorial Board of Sociology (2010–2014) and Guest Co-Editor of a special issue on sociological practice (2016). In 2012, he was elected a Fellow of the Academy of Social Sciences (FAcSS).
His research emphasizes historical sociology and policy analysis, with grants from the British Academy supporting his Spencer-focused projects. Collaborations include co-editing Selected Writings of Robert Pinker (2017). Teaching interests include 'Changing Images of Welfare' and 'Social Theory and Social Policy,' reflecting his commitment to linking theoretical concepts with policy implications.
Notable contributions include critiques of social Darwinism, analysis of welfare pluralism, and re-examining Spencer’s organicist theories. His work bridges historical scholarship with contemporary policy debates, advocating for interdisciplinary approaches to social welfare systems.
