John D. Graham is a Professor at Indiana University's Paul H. O'Neill School of Public and Environmental Affairs. He previously served as Dean of the O'Neill School from July 2008 to August 2019 and continues as a faculty member. His distinguished career includes serving as Administrator of the Office of Information and Regulatory Affairs at the U.S. Office of Management and Budget (2001-2006), Dean of the Frederick Pardee RAND Graduate School (2006-2008), and faculty member at Harvard School of Public Health where he founded and led the Harvard Center for Risk Analysis (1990-2001).
Dr. Graham earned his Ph.D. in Urban and Public Affairs from Carnegie-Mellon University in 1983, his M.A. in Public Affairs from Duke University in 1980, and his B.A. in Economics and Politics from Wake Forest University in 1978.
His research focuses on environmental and energy policy, governance and public law, risk analysis, and regulatory policy. Dr. Graham is particularly known for his work on benefit-cost analysis, environmental justice, automotive policy, and the regulatory process. His research has examined the intersection of science, policy, and economics in regulatory decision-making, with a special emphasis on improving regulatory analysis to better protect public health and the environment.
Dr. Graham has authored or co-authored 10 books and more than 200 articles for academic journals and national publications. His recent work has focused on regulatory reform across presidential administrations, environmental justice in benefit-cost analysis, and the policy implications of electric vehicle adoption. His scholarship demonstrates a consistent focus on improving the analytical foundations of regulatory policy while addressing pressing environmental and public health challenges.

Throughout his career, Dr. Graham has been actively engaged in policy advising, having testified before numerous House and Senate Committees, state and federal agencies, and the European Commission and Parliament. He has also been involved in mentoring students and has supervised numerous doctoral and master's students in public policy and environmental affairs.
