Joanna Pandera

Joanna Pandera is a Part-time Professor at the Florence School of Transnational Governance (FSTG) within the European University Institute. With a PhD in environmental sciences, she specializes in European energy and climate regulations, renewable energy, electricity markets, and environmental justice. Her career spans government, academia, and international business, including serving as Undersecretary of State in Poland's Ministry of Environment (2007–2011). She founded Forum Energii, Poland’s first energy transition think tank, and contributes to advisory boards like the European Council on Foreign Relations.

Her research focuses on the social aspects of climate policy and energy transition. She has authored/co-authored over 150 publications, with recent work centered on the Clean Industrial Deal's role in Europe’s decarbonization and economic resilience. Her expertise bridges energy regulation, climate governance, and sustainable development.
