Jennifer Fox

Jennifer Fox is an Adjunct Professor in the Global Capstone Program at the Elliott School of International Affairs, George Washington University (GWU). She holds part-time faculty status while actively serving as an Intermittent Advisor with the U.S. Treasury Department’s Office of Technical Assistance (OTA), a Senior Advisor for the Institute for State Effectiveness (U.S. State Department/USAID-funded project in Lesotho), and a participant in a participatory impact evaluation for Zoe Empowers, a global NGO. Her professional experience spans over 20 years in technical assistance, budgeting, and policy analysis across governments in The Gambia, Honduras, Afghanistan, the Dominican Republic, and Texas.

Her research interests focus on public financial management, gender equality strategies, and humanitarian solutions for vulnerable populations. She co-developed a monitoring and evaluation system at OTA and mentored Afghans through a UN Institute for Training and Research fellowship program for over a decade.

Grants/Advising: Led fiscal transparency projects in Lesotho, advised refugee economic opportunities initiatives, and guided student capstone projects on gender inequality and corruption mitigation.

Labs/Teams: Collaborates with GWU’s Global Capstone Program and international NGOs like Zoe Empowers to design participatory impact assessments.
