Jeffrey Engstrom is a Senior Political Scientist at the RAND Corporation and a Professor at the RAND School of Public Policy, specializing in Asia-Pacific security, China's military strategy, and systems warfare. He currently serves as RAND's liaison to the U.S. Army Pacific. Engstrom holds a B.A. in Political Science and International Studies from the University of Nebraska-Lincoln, an M.P.P. from the University of Chicago, and a Ph.D. in Public Policy from George Mason University. His research focuses on China's warfighting concepts, U.S.-China military balance, and coercive military force theory.
Engstrom's work analyzes strategic military capabilities, including cyber warfare, naval threats to U.S. assets, and PLA modernization challenges. His publications highlight trends in U.S.-China strategic competition, system destruction warfare doctrines, and the implications of Chinese military reforms.
