Jeff Kosseff is an Associate Professor of Cybersecurity Law at the United States Naval Academy’s Cyber Science Department within the School of Engineering, Computing, and Weapons. He holds a J.D. from Georgetown University Law Center and a B.A. and M.P.P. from the University of Michigan. His career spans legal practice at Covington & Burling, judicial clerkships, and award-winning journalism, including a Pulitzer Prize finalist and George Polk Award for national reporting.
Research interests focus on cybersecurity regulation, online intermediary liability, and the law of armed conflict in cyberspace. Notable works include The Twenty-Six Words That Created the Internet (2018), Cybersecurity Law (textbook), and The United States of Anonymous (2022). He received the 2019 Andrew Carnegie Fellowship to support his research on online speech and anonymity.
Publications span law reviews, technology journals, and interdisciplinary analyses of cyber policy. His work bridges legal scholarship with real-world implications, addressing issues like Section 230 of the CDA, misinformation law, and international cyber conflict frameworks. He actively contributes to cybersecurity education through the USNA’s interdisciplinary programs.
