James Travis Bland

James Travis Bland serves as Dean of the College of Health, Science, and Technology and Associate Professor in the Department of Public Administration at the University of Illinois at Springfield. His academic expertise spans public human resource management, network governance, front-line behavior, behavioral ethics, and social welfare policy.

• Ph.D. in Public Administration from Virginia Tech (2011)

Dr. Bland's research focuses on public sector employee engagement, trauma-informed HR practices, and equity in public administration. His work explores themes of organizational health, collaborative networks, and racial disparities in housing policy. Recent publications examine the intersection of anti-black discrimination and workplace well-being using conservation of resources theory.

His scholarly output in journals like Public Management Review and Public Personnel Management demonstrates expertise in program evaluation, strategic planning, and advice network formation within public organizations.
