James E. Foxworthy (1958–2004) was a Professor of Civil Engineering at Loyola Marymount University (LMU), serving as Dean of the College of Arts and Sciences and later Executive Vice President. He restructured engineering curricula, initiated LMU's environmental engineering master's program, and secured national accreditation for the College of Science and Engineering. His global contributions included WHO water treatment projects in Rio and Barbados, and summer teaching at the University of Canterbury.
