Jacob Graff Nielsen is the Dean and Professor of Tax Law at the Faculty of Law, University of Copenhagen. He has held these positions since 2014 and 2011, respectively, following prior roles as Associate Professor (2005–2011) and Assistant Professor (2001–2005) at the same institution. His administrative leadership includes Director of Research (2009–2014) and directorship of the PhD Programme (2007–2009).

His research focuses on Tax Law, Pension Taxation, Administrative Tax Law, International Tax Law, Estate Taxation, VAT, and Probate Law. He explores intersections between national legislation, EU directives, and taxpayer rights, with emphasis on pension systems, corporate taxation, and retroactive legal frameworks.
His publications, including books and journal articles, predominantly address Danish and EU tax policy, corporate taxation, pension law, and legislative retroactivity. Recent works analyze tax compliance, anti-avoidance mechanisms, and socio-legal aspects of welfare taxation.
