J. Edward Kellough serves as Professor and Head of the Department of Public Administration and Policy at the University of Georgia's School of Public and International Affairs (SPIA), where he has been a faculty member since 1988. His extensive administrative leadership includes six years as Department Head, eight years directing the Master of Public Administration (MPA) Program, and fifteen years leading the PhD Program.
Dr. Kellough's research focuses on public personnel management and public sector human resources management, examining critical government workforce practices that impact organizational effectiveness and service delivery in public administration. His scholarly work addresses systemic challenges in public sector HR systems and employment equity.

Academic Leadership and Advising
As long-term director of both graduate programs, Dr. Kellough has mentored generations of public administration scholars and practitioners. His program leadership involved curriculum development, accreditation oversight through the National Association of Schools of Public Policy and Administration (where he served as President), and shaping professional standards for public service education globally.
