Isabelle Bourgeois is a Full Professor at the Faculty of Education, University of Ottawa, specializing in organizational evaluation capacity (EC) in public and non-profit sectors. Her work includes developing a conceptual framework for EC and a measurement instrument, with a focus on data-driven decision-making and policy implementation.
