Prof. Dr. Ines Härtel serves as Professor of Public Law and Judge of the Federal Constitutional Court at Europa-Universität Viadrina Frankfurt (Oder), holding the Chair of Public Law, Administrative Law, European Law, Environmental Law, Agricultural Law and Food Law since 2014.
Her academic credentials include:
- Law studies at Georg-August-Universität Göttingen (1995, 1998)
- Ph.D. in 2001 on comparative agricultural and environmental law
- Habilitation in 2005 on European lawmaking
Her research pioneers the intersection of law and digital transformation, with emphases on:
- Digital Law and Data Protection (particularly AI applications)
- Agricultural Law 4.0: Digitalization challenges in food systems
- Digital Federalism and E-Government infrastructure
- Constitutional dimensions of climate and environmental governance
Recent publications analyze constitutional evolution in digital societies, exemplified by her 2024 contribution to the Federal Government Report on German Unity. She directs the Research Center for Digital Law and leads major interdisciplinary projects funded by BMBF and Brandenburg ministries.
Prof. Härtel actively supervises doctoral candidates through international thesis committees (Copenhagen, Wageningen, Piacenza) and teaches advanced seminars on data protection law. Her research program includes the €5.2M BMBF-funded DAKIS project on agricultural digitalization and the Robert Bosch Stiftung-supported Sustainable Partners initiative.
She directs the Research Center for Digital Law and co-leads the German-Chinese Legal Dialogue, establishing transnational frameworks for digital governance in food security and AI regulation.
