Howard Arnett is a Professor of Practice at the University of Oregon School of Law, specializing in American Indian Law and Indigenous legal issues. He teaches courses on Tribal Courts, Tribal Law, and Comparative Law of Indigenous Peoples. With over 40 years of legal practice, he represents tribal governments and organizations in treaty rights, sovereignty, water rights, and gaming. He is affiliated with the Environmental and Natural Resources Law Center and serves as Of Counsel at Best, Best & Krieger LLP’s Bend office.
- Education: JD, University of Oregon Law School (1977); MA in International Relations, London School of Economics (with distinction); BA from Stanford University (with distinction).
His research and practice focus on tribal sovereignty, environmental law, and government-to-government relations. He received the 2016 Meritorious Service Award for contributions to Oregon Law.
Professionally, he emphasizes tribal law development and has advised on major legal matters for indigenous nations. His work bridges academic teaching and real-world legal advocacy for Native American communities.
