Hans Kjetil Lysgård is a Professor at the Department of Global Development and Planning, University of Agder (UiA), where he has held various leadership roles, including Pro-Rector for Research and Academic Development (2023–2027). His work focuses on regionalization processes, strategic urban and regional development, and energy policy, particularly wind power. He has spearheaded interdisciplinary academic programs and promoted the integration of UN Sustainable Development Goals into research. His management roles extend to external committees involving municipalities, regional councils, and business clusters.
Research interests include energy justice, cultural policy, and the political construction of regional identities. He has published extensively on wind energy governance, culture-led development in rural and urban areas, and transnational mobility. Collaborations with Mikaela Vasstrøm and others dominate recent publications, analyzing tensions between efficiency and justice in energy policy.
His 15 most recent articles (2019–2024) explore wind energy governance, cultural policy in small towns, transnational student mobility, and sustainability challenges. These works integrate themes like
