Dr. Gregory A. Carter is an Associate Professor at the Indiana University School of Nursing and Interim Associate Dean for the Bloomington campus. He is an internationally recognized nursing scholar focused on harm reduction, substance use disorder treatment, and improving healthcare access in rural and underserved communities.

Dr. Carter’s research centers on harm reduction strategies, HIV prevention, and addressing disparities in addiction services. He leads interdisciplinary projects that integrate nursing practice, health communication, and community engagement to expand access to care. His work emphasizes collaboration with individuals living with substance use disorder, fostering their inclusion in research teams and empowering them through education and self-efficacy.
Dr. Carter’s leadership extends to co-directing the Rural Center for AIDS and STD Prevention and founding the Harm Reduction Research Lab. He has secured funding from the National Institutes of Health (NIH) and the Indiana Minority Health Coalition, including co-investigator roles on federally funded initiatives like the MPACT study to improve methadone access.
