Frank Saliger

Prof. Dr. Frank Saliger is a University Professor at the Faculty of Law of Ludwig Maximilian University of Munich. He holds the Chair of Criminal Law, Criminal Procedure Law, Commercial Criminal Law, and Legal Philosophy. He chairs the Gustav Radbruch Foundation, dedicated to penal system research and reform. His expertise spans corporate criminal law, comparative criminal policy, and legal philosophy.

Research focuses on penal system reform, corporate liability, and legal philosophy. He co-edits the 'Juridicum – Writings on Commercial Criminal Law' series. Recent work includes the 2025 Nomos Commentary on Criminal Procedure and comparative studies on German and Chinese criminal law changes.

Teaching includes criminal law courses, legal sociology, and specialized seminars on corporate and medical criminal law. He organized the 8th Corporate Criminal Law Days 2023 and a conference honoring Arthur Kaufmann's centenary. Collaborations include the Universidad Externado de Colombia for transnational legal research.

He serves on the Board of Directors of the Gustav Radbruch Foundation and co-leads the Munich Center for Capital Markets Law. His work emphasizes interdisciplinary approaches to penal enforcement and legal theory.
