Francesca Biondi Dal Monte

Francesca Biondi Dal Monte serves as Assistant Professor of Constitutional Law at the Sant'Anna School of Advanced Studies in Pisa, Italy, where she coordinates the DREAM research area (Data, REsearch and Analysis on Migration) and conducts work at the WISS Laboratory. Having obtained national scientific abilitation for Associate Professor, she has maintained this academic position since 2007 while actively contributing to migration policy development through EU-funded projects and institutional collaborations.

Her research centers on constitutional protection of fundamental rights, immigration and asylum law, and welfare system dynamics, with particular emphasis on migrant integration challenges. She critically examines the intersection of citizenship frameworks, sources of law, and third-sector solidarity mechanisms within Italian and European contexts, addressing gaps in legal implementation for vulnerable populations.

Recent publications reveal evolving focus on educational inclusion of migrant children (2023-2024), constitutional reform implications (2020), and security decree interpretations (2019-2020). Her work demonstrates consistent attention to migrant reception systems (2015-2018) and integration policy effectiveness, increasingly incorporating analysis of the National Recovery Plan's social service impacts (2021).

Biondi Dal Monte has directed two major EU projects: the FAIR initiative protecting migrant children's rights and FAIR Plus implementing fundamental rights frameworks. She founded the annual Immigration Law Summer School (2014-present) and conducts training with ASGI (Association of Legal Studies on Immigration), while advising the Ministry of Labour on social rights and asylum procedures.
