Eva Rosen is a Provost Distinguished Associate Professor at Georgetown University’s McCourt School of Public Policy and an affiliate faculty member in the Department of Sociology. Her research focuses on social inequality in urban contexts, particularly the intersection of poverty and American housing policy. She holds a Ph.D. in Sociology and Social Policy from Harvard University and a B.A. from Barnard College.
Rosen’s work has been supported by grants from institutions including the National Science Foundation, HUD, and the Russell Sage Foundation. Her 2020 book The Voucher Promise won prestigious awards for its analysis of the Housing Choice Voucher Program’s impact on Baltimore’s Park Heights neighborhood. She co-edited The Sociology of Housing, exploring housing’s role in shaping social lives through topics like racial segregation and eviction dynamics.
Rosen’s current projects examine landlord behavior in low-income housing markets and eviction trends in Washington, D.C. She is a member of the Scholar Strategy Network and has been recognized as an APPAM Early Career Scholar. Her research integrates ethnographic methods with policy analysis to address systemic inequalities in housing access and urban governance.
