Elizabeth Tolzmann is an Adjunct Professor at the University of St. Thomas School of Law and currently serves as Assistant City Manager for the City of Bloomington. She holds a JD from the University of St. Thomas School of Law and a BA from the University of Minnesota Carlson School of Management. Her professional expertise spans public administration, immigration law, and community engagement, with roles in Ramsey County (Director of Policy and Planning, Chief of Staff to the County Manager), Hennepin County (workplace culture specialist), and Brooklyn Park (community engagement coordinator). She specializes in ToPs facilitation and Insights methodologies. Tolzmann teaches the Mentor Externship II seminar, integrating fieldwork with professional development for law students. She has been recognized for her contributions to the legal profession and university community, including the 2009 Living the Mission Award and Socius Approbtus status from the University of St. Thomas.
Her research interests align with her public service background, emphasizing ethical leadership, municipal governance, and the intersection of law and community development. Her mentorship program focuses on developing core competencies for emerging legal professionals, including relationship management and professional ethics.
