Elizabeth Carter is an Assistant Professor at Syracuse University, specializing in applied computational hydroclimatology. She holds a PhD in Environmental Engineering from Cornell University, an MSc in Environmental Information Systems from Cornell, and a B.S. magna cum laude from the University of Massachusetts, Amherst.
Her research integrates data science with water resources engineering to address hydroclimatic extremes. Key focus areas include disaster response/mitigation, hydrometeorology, remote sensing of water systems, spatiotemporal statistics, machine learning applications, and algorithmic bias in water management. Her NASA/USDA-funded work develops flood detection systems using multispectral/SAR imagery and improves hydrometeorological forecasting for adaptive reservoir management.
Analysis of her recent publications reveals strong emphasis on satellite hydrology (flood detection, evapotranspiration quantification), predictive modeling of extreme hydrologic events, and agricultural climate adaptation. Her work consistently employs machine learning techniques to address spatial-temporal challenges in water resource systems.
Awards and Honors:
