Ekmel Ozbay (born 1966) is a Professor at Bilkent University, affiliated with both the Department of Physics and the Department of Electrical and Electronics Engineering. He has held these positions since 1995 and directed Bilkent's Nanotechnology Research Center since 2003 and Space Technologies Research Center since 2006.

Ozbay's research spans Nanophotonics, Nanometamaterials, and Nanoelectronics, focusing on photonic crystals, plasmonics, and GaN-based devices. His work includes high-speed optoelectronic devices and epitaxial graphene RF transistors. His publications have garnered over 8,700 citations with an h-index of 47.
His selected publications highlight advancements in subwavelength imaging, negative refraction, and metamaterials, with a review article on plasmonics in Science (2006) that became foundational. These works reflect his expertise in merging photonics and electronics at nanoscale dimensions.
Scientific awards include the Optical Society of America Adolph Lomb Medal (1997), EU Descartes Science Award (2005), and multiple TUBITAK awards.
He has led 8 EU-FP projects and 10 national projects, acted as a national delegate for EU-NMP programs, and collaborated with high-tech companies globally. His editorial roles include Photonics and Nanostructures (since 2006) and IEEE Journal of Quantum Electronics (since 2011).
