Désirée Klingler serves as Assistant Professor of Administrative Law at the University of St. Gallen's Law School with specialized focus on Sustainable and Smart City Governance, affiliated with the Institute for European Law (ILE-HSG).
Her research examines legal and economic implications of public sector regulation emphasizing sustainability, innovation, and data analysis. She teaches International Trade Law, European Public Procurement Law, and Climate Law & Policy, bridging theoretical frameworks with practical governance challenges in smart city development.
Prof. Klingler acts as co-editor of the European Procurement & Public Private Partnership Law Review and provides advisory services to the United Nations Economic Commission for Europe (UNECE) regarding Sustainable Development Goals implementation. She contributes to European Commission reports as a TED Ambassador and participates in policy-shaping initiatives through these high-level appointments.
Prior to her academic appointment, she practiced law in New York, served as court clerk at the Federal Administrative Court, taught Competition Law and Economics at the University of Hamburg, and conducted research at Yale Law School, U.C. Berkeley Haas Business School, and Copenhagen Business School.
