Don Howard is a Professor of Philosophy at the University of Notre Dame, with a dual affiliation at the Reilly Center for Science, Technology, and Values, where he co-directs the ethics of emerging technologies focus area. He holds a permanent appointment in the Department of Philosophy and previously served as director of both the Reilly Center and the HPS Graduate Program.
Howard specializes in the history and philosophy of modern physics, particularly the work of Einstein and Bohr, and is internationally recognized for his contributions to the field. His research spans science and technology ethics, with a focus on robot ethics, cybersecurity, and the moral implications of emerging technologies. He has led NSF-funded workshops on research ethics and is currently the lead PI on an NSF-EESE grant.
His recent publications explore quantum mechanics, autonomous weapons ethics, and technology policy, reflecting a career-long integration of scientific and philosophical inquiry. Howard is a Fellow of the American Physical Society and co-founder of the International Society for the History of Philosophy of Science, serving as founding co-editor of its journal, HOPOS.
His academic journey began with a B.Sc. in Physics from Lyman Briggs College at Michigan State University (1971), followed by an M.A. (1973) and Ph.D. (1979) in Philosophy from Boston University, supervised by Abner Shimony.
