Debra A. Pinals is a Lecturer at the University of Michigan Law School and a clinical professor of psychiatry at the University of Michigan Medical School. She directs the Program in Psychiatry, Law, and Ethics and serves as the medical director of behavioral health and forensic programs for the Michigan Department of Health and Human Services.
- Board certified in psychiatry, forensic psychiatry, and addiction medicine
- Former assistant commissioner of forensic services in Massachusetts (2008-2016)
- Co-developer of MISSION-Criminal Justice, a model for reducing recidivism among justice-involved individuals
Her research focuses on the intersection of behavioral health and criminal justice systems, including forensic evaluations, reentry services, and trauma-informed care. She has led federal grants addressing mental health in correctional settings and developed protocols for treatment courts.
She has received multiple awards, including the 2016 Massachusetts Manuel Carballo Governor’s Award for Excellence in Public Service, and held leadership roles in the American Academy of Psychiatry and the Law and the American Psychiatric Association Council on Psychiatry and the Law.
